Other GCC countries may possess broader digital strategies, like Qatar’s Digital Government Strategy 2020 or specific components of Saudi Arabia’s National Transformation Plan 2020, but do not possess established and coherent AI strategies. Saudi Arabia did, however, launch a national strategy for data and AI in October 2020. Moreover, the structural aspects of Gulf free zone systems outside of the UAE hamper the horizontal and vertical integration and sharing of AI services and applications. Non-UAE free zone systems tend to be smaller—both in terms of the number of entities and overall contribution to the economy—and, despite the lack of federal political system, competitive dynamics persist in the form of intergovernmental competition and competing interests of the public and private sectors. This leaves the potential for tech-focused enclaves, such as Knowledge Oasis Muscat, to carve out niche programs for AI. Alternatively, international business-to-business partnerships could foster cross-border spillovers in AI innovation. The Saudi Economic Cities Authority, for example, signed a memorandum of understanding with the Dubai Airport Freezone in October 2017 (Al Khaleej 2017). However, the GCC-crisis that emerged in June 2017 made it extremely difficult to pursue similar regional collaborations with Qatari free zones. Meanwhile, Omani economic policymakers have expressed concerns about commercial collaboration with the UAE.4
